Public comment period
The official public comment period for Rethinking I-94 is now open until March 9.
The Scoping Document / Draft Scoping Decision Document (SD/DSDD) and the state Environmental Assessment Worksheet (EAW) are now available for public comment. The official public comment period opened Jan. 6, and will remain open through March 9, 2026.
How to provide public comment
There are several ways to comment during the official comment period. Those interested in providing their input can:
- Fill out the online comment form.
- Attend the in-person public meeting on Thu, Jan. 29 and fill out a form at the meeting or speak with a court reporter.
- Attend the virtual public meeting on Wed, Feb. 4 and submit an official comment. More information on how to comment at the virtual public meeting will be provided.
- Pick up a printed comment form during the official public comment period. Printed comment forms will be available at select library locations and MnDOT offices listed on this page. Printed copies of the SD/DSDD and EAW will be available to review. Mail the completed comment form to MnDOT.

Public comment meetings
During the official comment period, MnDOT and FHWA will be holding an in-person and a virtual public meeting for those interested in learning about the project and providing formal comments on the Scoping Document/Draft Scoping Decision document and Environmental Assessment Worksheet. Why comment?
Commenting is an important way to make your voice heard and a critical component of our state and federal environmental review processes. Comments help MnDOT and FHWA create accurate and comprehensive documents and support informed decision-making. We encourage any interested individual or organization to submit comments – including community members who live, work, play and commute along the project area.
Submitted comments will be cataloged in the official public record and will receive written responses.
Additionally, substantive comments will also help identify missing and/or incorrect information that should be considered and inform the Environmental Impact Statement phase of the project.
Other tips for providing quality or substantive comments:
- Be clear and concise.
- Comments that address specific alternatives, evaluation criteria, or analysis results are most effective. Use examples and reference data, facts and laws to illustrate concerns.
- Share what you support as well as what you disagree with. Offer solutions when possible.
