Following the completion of the Hwy 65 and Hwy 23 corridor study in June 2024, MnDOT is moving into the next phase of corridor reconstruction in Mora. You can view the executive summary to learn more about the study findings and what we heard from the community.

MnDOT and its partners are now beginning the preliminary design phase. As we move forward, we will continue working closely with corridor stakeholders, as well as city and county officials, to ensure the project reflects the needs and priorities of the public.

The reconstruction project will move into the next phase in early 2026!

Project goals

  • Design corridor improvements that enhance safety, mobility, and accessibility along Hwy 65 and Hwy 23.
  • Collaborate closely with local stakeholders, city, and county partners to ensure that implementation of the plan reflects community needs and priorities.
  • Initiate reconstruction on schedule to minimize disruptions and deliver timely benefits to the public.

Study Recommendations

The corridor is complex, with the area between Union Street and Mora Lake as the focus of the study. The following is a summary of the recommendations for three distinct segments of the corridor.

Hwy 65, the Snake River, and Mora Lake

The recommended design for the segment of Hwy 65 between the Snake River and Mora Lake is a series of single-lane roundabouts at the intersection of Hwy 65 and

  • Union St./Division St.,
  • Clark St.,
  • Forest Ave.

Paved trail facilities are proposed on both sides of the highway, with enhanced pedestrian crossing systems installed at several key locations. Frontage road reconfigurations and impacts are expected in several areas. Construction is planned to begin as early as 2030.

A roundabout corridor is recommended, featuring single-lane roundabouts at Union St./Division St., Clark St., and at Forest Ave. Paved trail facilities on both sides of the highway are included, with enhanced pedestrian crossing systems included at several key locations. Frontage road reconfigurations and impacts are expected in several areas. This vision is planned for construction in 2030-2031.

Hwy 65 between Hwy 23 and the Snake River

Recommended improvements in this segment of Hwy 65 include replacing the existing traffic signal with a single-lane roundabout at the intersection with Hwy 23 and Dala Ln. The roundabout will improve intersection traffic and pedestrian safety and help traffic flow more smoothly. This improvement is planned for construction to begin as early as 2030. North Hwy 65 and east Hwy 23

Recommended improvements include single-lane roundabouts at the intersections of Hwy 65 and 9th St., and Hwy 23 at Co. Rd. 71/Mahogany St. These improvements are currently not scheduled for construction; however, they may be implemented if new development or safety issues warrant it.
