View full-sized imageIn 2028, Hwy 52 will receive improvements from Hwy 52 from near the Hwy 60 interchange to north of Rochester.

The work includes:

  • Resurface southbound Highway 52
  • Construct a new frontage road to help with safety and access
  • Replace a culvert bridge north of Pine Island
  • Raise southbound Highway 52 to reduce the risk of flooding near the middle fork of the Zumbro River
  • Minor bridge repair work
    1. 5th St NW bridge over Highway 52 in Oronoco
    2. 85th St NW bridge over Highway 52 south of Oronoco

We will continue to pursue funding opportunities for other improvements with our local partners. Including:

  • We want to raise northbound lanes near the middle fork of the Zumbro River to reduce the risk of flooding.
  • We want to build snow fencing along Highway 52 to prevent drifting and blowing snow.

A future overpass or bridge on the north side of Pine Island has not been identified. In the next phase of this project, we will look at safety improvements at intersections. Typical intersection treatments we often explore range from low-cost median closures to medium-cost J-turns to high-cost overpasses or interchanges. While we only have funding to resurface Hwy 52, looking into these other improvements now could help us get the money to do the work as part of the resurfacing project or future projects.

The funded project is primarily US 52 pavement improvements. We are exploring limited frontage road improvements in the County Highway 11 area. Any other improvements we are exploring throughout the project corridor would be low cost – high benefit. J turns are a safety tool in the MnDOT toolbox and provide a high safety benefit at a lower cost.

The addition of more frontage roads is unlikely due to limited funding available. Frontage road improvement projects that remove access to US 52 could be considered in a larger expansion scenario. The District does not have a funding source for those types of projects. These projects are generally funded through special funded statewide programs.
