Milaca, we heard your concerns about changing the intersection at 10th/110th Ave. (access to several businesses) to a right-in/right-out instead of a full-access intersection. This feedback encouraged us to review the intersection again to ensure compliance with safety and access standards.
If there was full access at this location, it wouldn’t meet intersection spacing requirements due to its proximity to the Hwy 169 and Hwy 2 intersections. Studies show that having intersections too close together increases the likelihood of crashes. MnDOT District 3 has also noticed more crashes in similar locations with more access. To prioritize safety, MnDOT will proceed with the right-in/right-out intersection since nearby roundabouts will still provide easy access to and from 10th or 110th Ave.

Public’s priorities
- Safety for all
- Easy business and school access
- Good connections for all modes of travel
Summary of comments heard
- Safety concerns
- Hard to cross or turn onto Hwy 23, worried about the whole area but especially near the school and Hwy 169
- No good places for people to walk or cross the road on Hwy 23
- Students crossing the road to get to the Dollar General store
- It's dangerous when cars pass on the right - risky for people walking
- Cars go too fast when they come into or leave Milaca
- Problems with seeing the road clearly when turning onto Hwy 23 at different places
- Need more lanes for turning, maybe a special lane in the middle
- Roundabouts - some didn't like them because of big trucks, but most people thought they were a good idea for many places
- Kwik Trip gas station makes it hard to use 1st St. E. People talked about trucks at that intersection a lot
- Yellow lights are too short
- Hard to make turns with a trailer attached to their car
- Connections to the ATV/snowmobile trail
