The Statewide Multimodal Transportation Plan (SMTP) is Minnesota's highest-level policy plan for transportation. It sets a 20-year trajectory toward advancing the recently updated Minnesota GO Vision. The SMTP is a shared commitment with our transportation partners across the state.

The SMTP is updated every five years, and it is now time to begin the next update. Frequent updates help us respond to new trends, challenges, and opportunities that will shape Minnesota's future.


We want to hear from you!

MnDOT wants to understand people's transportation experiences, hopes, and challenges so that we can create an SMTP, and transportation system, that meets Minnesotan's diverse needs.

To gain this understanding, we need to connect with people across the state. MnDOT encourages you to review our proposed process for connecting with the public, stakeholders, and partners for the SMTP update. MnDOT will accept comments on the draft Public Participation Plan (PPP) until 5:00 PM on October 1st, 2026.

Tell us:

  • Are we missing anyone who should be involved in this project?
  • Are we overlooking opportunities to connect with communities or stakeholders?
  • What barriers might prevent people from participating, and how can we address them?
  • Are the proposed communication and engagement methods appropriate and accessible?
