Design Alternatives

MnDOT is improving safety for all users along East 7th St. (Hwy 5) and Arcade St. (Hwy 61) from I-94 in St. Paul to Roselawn Ave. in Maplewood. Design and engineering are underway, and construction is anticipated to begin in summer 2024. Improvements for this project area include:

  • ADA accessibility improvements
  • Safety improvements for people walking and rolling
  • Curb and sidewalk improvements
  • Lighting improvements
  • Traffic light replacements
  • Roadway resurfacing
  • Stormwater drainage updates

In 2021, we gathered community feedback on desired improvements on East 7th St. and Arcade St. Shortly after, we successfully applied for a federal RAISE grant for additional funds to support the community vision of better access for all. Using community feedback in 2021, we have put together some design ideas for improvements along East 7th St. and Arcade St.

We recognize that areas along East 7th St. and Arcade St. are unique and vary depending on the neighborhood character, property uses, road design, and people’s interest in walking, biking, rolling, and riding buses. To reflect these differences, we have broken up the project area into seven sections and are providing different design ideas for each section.

Section A: East 7th St. between I-94 and Mounds Blvd.

Existing conditions

Cross section typical for existing conditions on East 7th St between I-94 and Mound Blvd.

  • Two driving lanes in each direction with a center turn lane
  • Sidewalk on both sides of the street

What we heard and proposed design changes:

People suggested removing on-street parking in this section and improving connection to the Bruce Vento Regional Trail from downtown. However, due to the high volume of traffic coming from the I-94 ramps, this section will remain mostly the same. Proposed improvements for this section include:

  • Redesign of bus pullout on eastbound East 7th St.
  • Curb location changes on westbound East 7th St. between Lafayette Rd. and John St.
  • Removal of the dedicated free-right turn lane at Mounds Blvd.

Section B: East 7th St. between Mounds Blvd. and Minnehaha Ave.

Existing conditions

  • Sidewalk on both sides of the street
  • Pedestrian crossing between North St. and Greenbrier St. and between Sinnen St. and Margaret St.
  • Pedestrian crossing and center median refuge between Sinnen St. and Margaret St.
  • Bump outs at key locations
  • Parking on both sides of the street
  • Two driving lanes in each direction

What we heard and proposed design alternatives

Improved safety for people who walk, bike and roll were the top priorities for this section. People were interested in safer crossings, dedicated bike facilities and calmer driving experiences. The following are proposed design alternatives for this section:

Alternative 1A

Cross section typical for design option 1A on East 7th St between Mound Blvd. and Minnehaha Ave.

The existing sidewalk and boulevard areas remain the same. Proposed design changes in Alternative 1A of this section include:

  • Installation of curb bump outs and crossing enhancements on both sides of the street
  • Median refuges at certain locations
  • Wider parking lanes on both sides of the street
  • Reduction of four driving lanes to three: one lane in each direction with a center, left-turn lane

Alternative 1B

Cross section typical for design option 1B on East 7th St between Mounds Blvd. and Minnehaha Ave.The existing sidewalk and boulevard areas remain the same. Proposed design changes in Alternative 1B of this section include:

  • Installation of curb bump outs and crossing enhancements on one side of the street
  • Installation of median refuges at certain locations
  • On-street bike lane on both sides of the street
  • One parking lane on either side of the street
  • Reduction of four driving lanes to three: one lane in each direction with a center, left-turn lane

Section C: Arcade St. between East 7th St. and York Ave.

  • Sidewalk on both sides of the street
  • Two driving lanes in each direction with a center turn lane

What we heard and proposed design alternatives:

People identified improved safety for people who walk and roll top priorities for this section. People were interested in reducing the number of driving lanes to accommodate other uses such as bike lanes and transit lanes. There is a bridge in this section, but there will be no changes made to the bridge. The following are proposed design alternatives for this section:

The existing sidewalk and boulevard areas remain the same. Proposed design changes in Alternative 1A of this section include:

  • Installation of curb bump outs and crossing enhancements on both sides of the street
  • Shoulder on both sides of the street
  • Potential parking on both sides of the street
  • Reduction of four driving lanes to three: one lane in each direction with a center, left-turn lane

Alternative 1B Cross section typical for design alternative 1B  on Arcade St between East 7th St. and York Ave.

The existing sidewalk area remains the same. Proposed design changes in Alternative 1B of this section include:

  • Installation of curb bump outs and crossing enhancements on both sides of the street
  • Wider grass boulevard on both sides of the street
  • Shoulder on both sides of the street
  • Reduction of four driving lanes to three: one lane in each direction with a center, left-turn lane

Section D: Arcade St. between York Ave. and Geranium Ave.

People identified safety and accessibility as necessary improvements for this section. The road, sidewalk and boulevard areas remain the same. Proposed improvements include:

  • Installation of curb bump outs and crossing enhancements on both sides of the street

Section E: Arcade St. between Geranium Ave. and Wheelock Pkwy.

  • Two driving lanes in each direction
  • Sidewalk on both sides of the street

What we heard and proposed design alternatives:

People identified safety improvements for people who walk, roll and take the bus as priorities for this section. People were interested in reducing the number of driving lanes from four to three to improve safety for people who walk and roll. There are a number of schools along this section and people were interested in enhanced crossings at these locations. The following is a proposed design alternative for this section:

  • Installation of curb bump outs and crossing enhancements on both sides of the street

  • Removal of on-street parking
  • Reduction of four driving lanes to three: one lane in each direction with a center, left-turn lane

Section F: Arcade St. between Wheelock Pkwy. and Larpenteur Ave.

  • Two driving lanes in each direction with center turn lane
  • Parking on one side of the street
  • No accommodations for people walking, rolling and biking
  • Bus stops without access for people walking and rolling

What we heard and proposed design alternatives:

We heard the desire to provide a trail from Wheelock Pkwy. to the Gateway State Trail stub at Frost Ave. People were also interested in reducing driver speeds and improving access for people who walk and roll, especially to bus stops. The following are proposed design alternatives for this section:

Alternative 1A Cross section typical for design alternative 1A on Arcade St between Wheelock Pkwy. and Larpenteur Ave.

The existing road remains the same in this alternative. Proposed design changes in Alternative 1A of this section include:

  • Sidewalk on one side of the street
  • Multi-use trail on one side of the street
  • Wider grass boulevard on one side of the street
  • Parking on one side of the street

Alternative 1B Cross section typical for design alternative 1B on Arcade St between Wheelock Pkwy. and Larpenteur Ave.

Proposed design changes in Alternative 1B of this section include:

  • Sidewalk on both sides of the street
  • Center median refuges of the street
  • Grass boulevard on both sides of the street
  • On-street bike lanes on both sides of the street with a buffer
  • Parking on one side of the street
  • Reduction of five driving lanes to three: one lane in each direction with a center, left-turn lane

Section G: Arcade St. between Larpenteur Ave. and Frost Ave./Parkway Dr.

Existing conditions

  • Two driving lanes in each direction
  • Turn lanes at Frost Ave.
  • Center median refuges

What we heard and proposed design alternatives:

We heard the desire to provide a trail from Wheelock Pkwy. to the Gateway State Trail stub at Frost Ave. There are some steep slopes east of Arcade St. at Frost Ave. that cannot be adjusted due to adjacent recreational and wetland features. Lane reduction was not an option for this section because of the high volume of traffic in this section. The following is a proposed design alternative for this section:

The road design in this section remains mostly the same. Proposed design changes in Alternative 1 of this section include:

  • Multi-use trail on one side of the street
  • Grass boulevard on one side of the street
  • Removal of the northbound dedicated right-turn lane
