Central Minnesota long-range transportation plans - Region 5 and 7E
Central Minnesota's long-range transportation plans are complete!
In 2024-25, the Region Five Development Commission (R5DC) and East Central Regional Development Commission (ECRDC) collaborated with MnDOT District 3 to create the first Long-Range Transportation Plans (LRTPs) for Region Five and Region 7E. Region Five includes Cass, Crow Wing, Morrison, Todd and Wadena Counties. Region 7E includes Chisago, Isanti, Kanabec, Mille Lacs, and Pine Counties.
R5DC and ECRDC are two of Minnesota's 12 Regional Development Organizations (RDOs), which are key partners in statewide transportation planning. Each RDO works with MnDOT to solve regional transportation issues and ensure statewide consistency.
What are long-range transportation plans?
LRTPs are long-term studies designed to evaluate regional transportation needs, align values and priorities, understand funding opportunities and gaps, and engage the public. LRTPs establish a transportation vision and a corresponding set of goals and strategies to achieve the vision.

Thank you to all who participated in our online open house in the spring of 2025 or commented on the draft plan in the fall of 2025. During these opportunities, we invited the public to give us input to help shape the future transportation systems for Regions Five and 7E. Public feedback informed the LRTPs and created a vision for how people will move around our communities in the years to come.
