New federal program

The Infrastructure Investment and Jobs Act adopted in November 2021 created the Carbon Reduction Program (CRP). That program provides funds for states to reduce carbon emissions from surface transportation. Minnesota receives approximately $21 million per year for this program. Sixty-five percent of funds are distributed regionally through Area Transportation Partnerships (ATPs) and Metropolitan Planning Organizations (MPOs) to select and fund projects that align with Minnesota's CRS. MnDOT Districts receive approximately 35% of the total CRP funds to fund projects on the MnDOT-owned system.


Minnesota's CRS

MnDOT developed the first Carbon Reduction Strategy (CRS) in 2023 to inform how to spend the CRP funds and reduce carbon from surface transportation in Minnesota. MnDOT received approval of the Minnesota Carbon Reduction Strategy from Federal Highway Administration on February 21, 2024.

Minnesota's CRS identifies priority areas to reduce carbon from surface transportation in Minnesota (Figure 1). The prioritized areas and strategies guide how to spend CRP funds. These three priority areas have supporting strategies and subsequent prioritized project typologies (Figure 2).
