Saint Louis County Active Transportation Action Plan

This project is being led by a coalition that includes representatives of St Louis County, the City of Duluth, Metropolitan Interstate Commission, Vibrant Streets Duluth, Safe Routes to School, St Louis County Jail, and Secret Forest Playschool. This Active Transportation Plan is funded through MnDOT’s Active Transportation Program.

The following vision and goals will guide the future of active transportation in St Louis County:

Vision

A safe and comfortable West Arrowhead Road corridor that provides multimodal facilities, supports current and future connections, facilitates community-building, and accommodates active transportation users of all ages and abilities year-round.

Goals

  • Health & Well-being: Encourages a healthy active lifestyle for residents and enhances access to food and health resources, prioritizes community and neighborhood vitality over traffic, enhancing community health.
  • Transportation Choice: Provides welcoming active transportation facilities, offering multimodal travel choices to all road users year-round.
  • All Ages & Abilities: Creates a safe, comfortable and convenient network that prioritizes the most vulnerable roadway users, strengthening community access and safety.
  • Community Input: Learns community concerns and visions through engagement, understanding and integrating community needs and desires into the plan.
  • Environmental Benefits: Reduces vehicle miles traveled and greenhouse gas emissions to meet state goals, improving environmental outcomes.
