MnDOT in partnership with the cities of Monticello and Big Lake and Wright and Sherburne counties worked on a comprehensive study of the Hwy 25 corridor in 2024-2025. The completed study focused on a 4.5 miles of Hwy 25 from 85th St. NE in Monticello to Hwy 10 in Big Lake.

We engaged the public through social media, email updates, pop ups at community events, and several open houses. The top three concerns we heard were about:

  • Traffic flow
  • Safety
  • Access to business

Study overview

We are looking to accelerate near-term improvements in the project area that could address key concerns such as:

  • High traffic volumes and congestion
  • Improving traffic signal operations
  • Closely spaced intersections and mid-block access
  • Walkability and bikeability for people of all abilities

Recommended Alternatives

MnDOT identified two alternatives to provide near-term improvements:

I-94 to Mississippi River

  • Improving traffic signal operations and considering adding a roundabout at 4th Street E
  • Adding a raised median and reduce access to make traffic flow smoother
  • Adding and lengthening turn lanes on westbound I-94 ramp to Hwy 25

North of Mississippi River

Several viable alternatives were identified to improve traffic flow along Highway 25 north of the Mississippi River. However, these improvements are not currently included in the planned 2031 project.

  • Option A: Green T intersection and access to/from CR 14 closed
  • Option B: Change to right in, right out at CR 14
  • Both alternatives include traffic calming near the entrance of Big Lake

How this study differs from the Hwy 25 Area PEL study

This study is being coordinated with the Hwy 25 Area Planning and Environmental Linkages (PEL) study led by Wright and Sherburne Counties. The goal of the PEL study is to create a long-term vision for cost-effective alternatives that address the primary needs of vehicle safety and mobility in the greater area.
